A group gathers around a food truck (Ice Cream Truck) while one man plays an acoustic guitar.
The food truck's full name is obscured, but it contains the word "Frostee" and has a cartoonish logo of a white-bearded sailor at a ship's steering wheel. The truck is a late 1950s Ford. A street sign is in the background, but it is grainy. Possibly Second Street.
