His Excellency A. Lincoln
President U. States We take great pleasure in saying that Hon. R K Williams of Kentucky, from his long experience on the Circuit and Appellate Bench of the State and his ability and integrity as a Jurist together with his constant and determined loyalty and efficient support he has always given to the Government will qualify him for a position in the United States Judiciary and entitle him to your favorable confederation and we earnestly recommend him to a position of that kind as some of the states now being reorganized, his long association with Southern people and intimate knowledge of their habits of thought and [?] exposure of their heresies will adapt him to such a position.
